The Philippine Social Science Council extends its sincerest and heartfelt congratulations to Dr. Filomin C. Gutierrez for being this year’s recipient of the NAST Outstanding Book Award. Dr. Gutierrez is the editor of the book, “Crime and Punishment: Beyond Politics and Spectacle”
